One Can Not Endorse A “Peace Process” That Involves A Known Terrorist Organization and Which Violates Constitutional Law As Well As Violates The Basic Sovereignty Of State, Without Endorsing The Terrorist Faction Itself”…

Orlando Beltrán Quevedo (born 11 March 1939) is a Filipino Cardinal and the current Archbishop of Cotabato. On January 12, 2014, Pope Francis named him as one of 19 new cardinals of the Catholic Church. He was created a cardinal in the consistory of February 22, 2014.

*A ‘FaceBook’ post by ‘C N A- Catholic News Agency’ states “Cardinal Orlando Beltran Quevedo, O.M.I., the newest cardinal from the Philippines, is a dedicated servant of the poor who has advocated for peace between Christians and Muslims in the country”. If we click the link that leads to the website of the C N A, we can go on to read about Cardinal Orlando Beltrán Quevedo and the ‘Peace-Process’ that he advocates is really about the ‘Dangerous, Unlawful and Unconstitutional BBL- Bangsamoro Basic law.
In an influential 2003 paper, the Cardinal said that….. “the root cause of the Moro Muslim insurgency was “injustice” toward the Moro people’s identity,…. their political sovereignty, and their “integral development.” He examined the……… ‘mistreatment’ of the Moro people and historic tensions with Spanish and American colonialism and with Filipino Christians, but to me and many others this is a joke and far from the truth. These are the all so common “Phrases and Terms” that’s used by the Corrupt Yellow Aquino Administration and the BBL supporters in which a vast majority were in favor simply because they were also in favor of President Aquino and in the “yellow propaganda” to push the enactment of the BBL. Lets make note, that NOT ONLY Christians are opposed to the BBL… but There are many Muslims also against the BBL, and in fact there were reports of 70,000 +/- tribe members from the mountains and flat lands both Muslim and Christian who would be ready to fight the MILF together if the BBL was passed.

In full ‘Manipulation Of The Facts’, The Cardinal portrays the situation as being an “injustice” for Muslims- However this is not actually the truth and the Cardinal knows this and the true history stated below will show why.... it deals with more than just ordinary Muslims, we are talking about a Radical Islamic Terrorist Group to control a region of the Philippines that also has approx. 1 Trillion dollars worth of natural resources, which I wont get into because I don’t want to give a false speculation as to WHO would benefit from that!!  But however Many many Muslims are satisfied with the current ARMM treaty in that region of the Philippines. Quite simply Cardinal- One should never give in to a Terrorist Faction period!
One may ask…. What in the world is the Cardinal talking about when he says “the root cause of the Moro Muslim insurgency was…. “injustice” toward the Moro people’s identity,…. their political sovereignty, and their “integral development.” And what about the so called “mistreatment”??? -  I believe that the Cardinal is referring to the beginning peoples who came to and inhabited the island of whats today called Mindanao, OR the agreement as mentioned herein below as it states:

In 1976, Libyan leader Muammar Gaddafi brokered a negotiation between the Philippine government and MNLF Leader Nur Misuari which led to the signing of the MNLF-GRPH Tripoli Agreement of 1976 wherein the MNLF accepted the Philippine government's offer of semi-autonomy of the regions in dispute, which is NOT really theirs to begin with, they just want the land!

The signing of this agreement brought about a serious rift in MNLF leadership, leading to the formation of a breakaway group in 1977 by Hashim Salamat and 57 MNLF officers. The group was initially known as "The New Leadership". Misuari expelled Salamat in December 1977, after which Salamat moved his new organization first to Cairo, Egypt and then, in 1980, to Lahore, Pakistan, where it engaged in diplomatic activities. This organization was formally established in 1984 as the MILF - Moro Islamic Liberation Front. Muammar Gaddafi became a longstanding supporter of the MILF after its emergence.

In January 1987, the MNLF accepted the Philippine government's offer of semi-autonomy of the regions in dispute, subsequently leading to the establishment of the Autonomous Region of Muslim Mindanao- ARMM. The MILF, however, refused to accept this offer and continued their insurgency operations. A general cessation of hostilities between the government in Manila and the MILF was signed in July 1997 but this agreement was abolished in 2000 by the Philippine Army under the administration of Philippine President Joseph Estrada. In response, the MILF declared a jihad against the government, its citizens and supporters.
CARDINAL- I ASK YOU THIS!- …. “By What “Injustice” Toward The Moro People’s Identity,…. Their Political Sovereignty, And Their “Integral Development,  And The So Called “Mistreatment Are You Talking About!... By What Political Means Do They Have Any Right And Authority To Have Any Political Sovereignty In The Republic Of The Philippines!
Yes it is true that ‘many’ Muslims inhabited the island for hundreds of years… but lets look at history because as you can see your claim of injustice falls short of the truth.

Cardinal… lets look at the history a little closer shall we, and ‘keeping in mind’ that the Corrupted Yellow Aquino Administration share the same common belief as ‘you’…. that the Republic Of The Philippines and her people  ‘owes’ the moro people some kind of ‘political sovereignty’, which is FALSE! – The “Moros” have stated they are NOT even Filipino’s!

The arrival of Ferdinand Magellan in Homonhon, Eastern Samar, Philippines in 1521 marked the beginning of Spanish colonization. In 1543, Spanish explorer Ruy López de Villalobos named the archipelago Las Islas Filipinas in honor of Philip II of Spain. With the arrival of Miguel López de Legazpi from Mexico City, in 1565, the first Spanish settlement in the archipelago was established.The Philippines became part of the Spanish Empire for more than 300 years. This resulted in the predominant religion in the country being ‘Roman Catholicism’….. and which during this time, Manila became the western hub of the trans-Pacific Manila–Acapulco galleon trade connecting Asia with the Americas.

As the 19th century gave way to the 20th, there followed in quick succession the Philippine Revolution, which spawned the short-lived First Philippine Republic, and the Philippine–American War. Aside from the period of Japanese occupation, the United States retained sovereignty over the islands until 1945. After World War II, the Philippines was recognized as an independent nation.

Cardinal…. Way way far back in the 1300s, heralded the arrival and eventual spread of the Islamic religion in the Philippine archipelago. In 1380, Karim ul' Makdum and Shari'ful Hashem Syed Abu Bakr, an Arab trader born in Johore, arrived in Sulu from Malacca and established the Sultanate of Sulu by converting Sulu's rajah and marrying his daughter. At the end of the 15th century, Shariff Mohammed Kabungsuwan of Johor introduced Islam in the island of Mindanao. He married Paramisuli, an Iranun princess (A Dayang-dayang), and established the Sultanate of Maguindanao. The sultanate form of government extended further into Lanao.

Islam spread out of Mindanao in the south into Luzon in the north. Manila was Islamized during the reign of Sultan Bolkiah in 1485 to 1521. This was accomplished because the Bruneian Empire subjugated the Kingdom of Tondo by converting Rajah Salalila to Islam.

However Cardinal…….that was along time ago, and though States like the Animist Igorot, Malay Madja-as, Sinified Ma-i, and Indianized Butuan still maintained their cultures, the rivalries between the datus, rajahs, huangs, sultans, and lakans eventually eased Spanish colonization. Furthermore Cardinal, the islands that were sparsely populated due to consistent natural disasters and inter-kingdom conflicts, and Therefore, the colonization was made easy and the small states of the archipelago quickly became incorporated into the Spanish Empire and were ‘Hispanicized and Christianized’.

With all due respect Cardinal….. we are NOT talking about the 1300’s … and NOT talking about 1485 to 1521!... we are talking about NOW.

The fundamentals of the Muslim religion require a homogenous Islamic government. In the Philippines this would require separation, or at least total autonomy, which the ARMM provided for and is still in existence and should stay and NOT be replaced by the BBL, and it actually goes “”beyond”” that because the BBL would not only give power and territory to Muslims and violate Philippine Sovereignty …. In an unlawful manner, but also governed by a known terrorist Faction.

There are many Muslims living in America that ‘do not’ require a ‘homogenous Islamic government’ to exist…. You Cardinal know that and I know that! It is simple and pure…. THE MILF WHO BRANCHED OFF FROM THE MNLF did something to cause the state problems which led to the ARMM, but were ‘not satisfied’ with a piece of the pie- they demand the whole… and here is why Cardinal…..

Cardinal….. there are some things you should know. After Al-Qaeda, the Islamic State of Iraq and Syria (ISIS) is posing a serious threat to Philippine security.

Otherwise known as the Islamic State of Iraq and the Levant, now recently called by its followers as Islamic State of Iraq and Al-Sham, ISIS, thus far, is the most violent extremist jihadist armed group operating predominantly in Iraq and Syria. But………… ISIS has a delusion to expand its operations in the Muslim world not only in the Middle East and North Africa but also in Muslim areas stretching from Europe to Asia.
Cardinal…. Tell the truth to the people that ….The Philippines is not spared the ISIS threat because it has self-proclaimed followers among Muslim Filipinos and…. “MOROS” who just performed a Bay-ah or pledge of allegiance to ISIS founder, Abu Bakr al-Baghdadi!  On June 29, 2014, Baghdadi proclaimed himself as the overall leader or a Caliph of a so-called independent ISIS Caliphate. ISIS followers call this Caliphate as Al-Dawlah Al-Islamiyah Fi Al-Iraq Wa-Al Sham.

In May 2014, Muslims in the Philippines, who called themselves part of the Ansar Dawlah Fi Filibbin, posted a video showing  men in white dress performing a Bay-ah to Baghdadi. The May 2014 video was filmed a month before Baghdadi proclaimed an independent ISIS Caliphate. Titled “FILIPINA SUPPORT FOR ISIS AND BAY-AT TO SHAIKH ABU BAKAR AL BAGHDADY (HAFIDZAHULLAH),” the video displayed men speaking in Arabic to express their support for and loyalty to ISIS and its leader Baghdadi. In the latter part of the video, these men spoke in Filipino, reiterating their allegiance to ISIS and submission to Baghdadi.

Cardinal…. PLEASE tell the people that……… IN THE PHILIPPINES YOU HAVE THESE TERRORIST ORGANIZATIONS: Abu Sayyaf Group (ASG), Jemaah Islamiyah (JI), Moro Islamic Liberation Front (MILF), Moro National Liberation Front (MNLF) And Even The New People’s Army (NPA- Which President Aquino’s Father Was A Part Of….. And The Alex Boncayao Group (ABG) And  Also Many Drug Syndicates.

Here is another problem- Abu Sayyaf Group (ASG) is a militant Islamist group based in and around Jolo and Basilan in the Philippines, where for more than four decades, “MORO” groups have been engaged in an insurgency for an independent province in the country. Since its inception in 1991, the group has carried out bombings, kidnappings, assassinations, and extortion in what they describe as their fight for an independent Islamic province in the Philippines.

CARDINAL- A MORAL AND RELIGIOUS PERSPECTIVE
I speak to you as a religious pastor. It is my vocation to help the faithful understand and share with others the Truth of God, the truth of Christ, and the truth of the world.

The truth of God includes the unity of humankind. We are all one family of God. We are brothers and sisters of one another. We are a colorful mosaic of rich and variegated religious and cultural traditions and values. We have significantly different ways of thinking, praying and acting. We areLumads, Muslims and Christians, and peoples of other faiths, such as Buddhists, Hindus, and followers of Confucius.

The truth of Christ is that he became Incarnate, the God who became Man so as to die for the sake of all humankind. He proclaimed the Gospel of Love, love even of our enemies. From our respective Sacred Scriptures, Muslims and Christians do have a “Common Word” – the great commandment of loving God and loving our neighbor.

The truth of this world is that this earthly home of ours is where we need to work out together as brothers and sisters our common journey to God’s Reign. It is a Reign of Justice and Peace, Truth and Love.
It is from this pastoral perspective that I view the Bangsamoro peace process and the proposed Bangsamoro Basic Law. The BBL was crafted by Lumads, Christians, and Muslims. It expresses concretely the result of 17 long years of negotiation.

The peace process and the BBL were sailing smoothly in unruffled waters until they hit rocks and reefs and floundered. ---------- [  Let Me Correct You, It Never Was Sailing Smoothly Cardinal ]- emphasis is mine

CARDINAL- THE PRESENT SOCIAL CONTEXT: A CLIMATE OF BIAS AND PREJUDICE
The following is an extract, edited for this occasion, of my privilege speech on 12 July 2015 at the Plenary Assembly of the Catholic Bishops Conference.

In just one fateful day, the relatively remote Moro village of Tukanalipao, municipality of Mamasapano, province of Maguindanao in the Archdiocese of Cotabato, became the symbol of insincerity and mistrust. 

Here 44 members of the Special Action Force of the National Police died valiantly in an encounter that lasted several hours. The SAF themselves killed 17 Moro rebels and 4 civilians.
The highest ranking active police officer involved in the military operation reported at the legislative hearings that their men gunned down about 250 rebels. Media reported that Moro rebels massacred the 44 SAF many of whom were shot dead mercilessly even when they were already wounded and helpless. In subsequent days national media played up the massacre report and created a climate of anger against Moro rebels. Daily we saw gruesome pictures of the dead and the grief of SAF widows and families.
At the legislative hearings to investigate the Mamasapano tragedy, several of our legislators expressed the biases, prejudices, and mistrust of the Christian majority against Moros in general and against the BBL in particular.

These biases were sown during the period of colonization when relationships between Moros and Christians were characterized by continuing conflict, negative experiences with Moros, the diversity of religious beliefs and culture. Dormant through many decades and occasionally rearing its head as in the Ilaga-Barracuda armed conflicts during Martial Law, bias and prejudice suddenly erupted into the open in the wake of the Mamasapano tragedy.

On March 20-23, 2015 Social Weather Stations conducted a post-Mamasapano survey on opinions regarding the BBL. The results are telling:
The March survey sample consisted of 78% Catholics, 5% Muslims, 3% INC, and 13% other Christians. Less than 1% did not give any answer.

Of those surveyed 47% said they knew only a little of the BBL; 34% said that they knew almost none.
Approval of the proposed BBL was favorable among those with extensive knowledge about it (4%) and among those with partial but sufficient knowledge about it (13%).
Disapproval came from among those with little knowledge (47%) and from among those with no or almost no knowledge about the BBL (34%). These two groups, a total of 81%, constituted the great majority of those surveyed.

One would naturally wonder why anyone with little or almost no knowledge of the BBL would disapprove of it. One reason came may be gleaned from the following conversation that I had with a Catholic religious leader:

I asked him: “Do you support the BBL?”
“No I don’t support the BBL,” he answered.
“Have you read the BBL?”
“No.”
“So why don’t you agree with what you have not read?”
“Ah, basta, I don’t agree.”

One would logically conclude that such negative attitude about the BBL is due to bias, prejudice and mistrust, a mistrust that several of our legislators have expressed in the hearings on the Mamasapano tragedy.-------------- [ I Will Fully Disagree With You Cardinal. The Terrorist Organization Milf Negotiator Mohagher Iqbal Said The Milf Are Not Terrorists, And That The People Can Trust The Milf. He Says… Trust The Terrorist Milf? First Of All How Could Anyone Trust Him And His Words Alone If Under Oath He Lied About His Real Name…. Being Real Name Is “Datucan Abas”….. This Is The Name That Appeared In Warrants Of Arrest Issued In 2003 In Connection With The Bombing Of The Davao International Airport (20 Killed, 143 Injured) And The Bombing Of The Davao City Sasa Wharf (17 Killed, 56 Injured). And What About All The Other Killings And Bombings Including The 44 Saf Since 1984 Cardinal? This Is Why…. I have an educated guess that our people in the parishes who know little about the BBL get their information from the media. Unfortunately in the wake of Mamasapano media dished out one-sided and misleading as well as incorrect information about the BBL.

Here is a sequel to the conversation I reported above:
“You know, Cardinal, that none of us is a member of your peace group, the Friends of Peace.”
“Yes, of course, I know. In fact I did not give you any invitation. By the way I, too, have certain biases and prejudices about people and individuals. But I have learned not to let such sentiments influence my judgments. So, are you against the BBL because you are biased and prejudiced?”
To his credit, he said, “To be honest, Cardinal, yes.”

“Well to those in the same situation, I can only ask, and I also ask this of myself, what would Jesus say about your biases and prejudices? Would Jesus approve?”

The Mamasapano tragedy sadly exposed the deeply entrenched biases and prejudices of the Filipino Christian majority. Sadder still is to learn that most of those who disapprove the BBL but know little or almost none about it are Catholics. -----------[ If That Is True (And I Don’t Believe For A Minute It Is) Then I Will Teach Catholics What They Should Know About The Bbl ] emphasis is mine

CARDINAL- THE MEDIA PRACTITIONER: VOCATION TO TRUTH:

I believe that you, dear media practitioners, have more than a profession. You have a vocation. You are agents for the communication of truth, justice, peace and love. These are the truly human values that serve as the pillars of society. You communicate to others the fundamental values of God’s Reign.
You have the task of helping inform, educate, and form individuals and our society in accord with those values.
Truth requires fairness, accuracy, and objectivity. Truth is not served:
  • by distorting information, by omitting essential information or by disregarding context;
  • by using misleading and even erroneous headlines or illustrations;
  • by half-truths;
  • by not differentiating between advocacy and news reporting;
  • by oversimplifying;
  • by misrepresenting fact or context (all the above are from the Code of Ethics of the Society of Professional Journalists, Indianapolis, 1996);
  • by improper emphasis (see “Journalist’s Code of Ethics,” Philippine Press Institute and National Press Club;
Nor is truth served:
  • by not verifying alleged facts given by a so-called “reliable source”
  • by mixing speculation with verified facts;
Through the years I have often wondered how two reporters at CBCP press conferences could report the same event so differently. One veteran journalist explained to me that the two reporters wrote for 2 different papers with distinct political perspectives: “Meron angulo na politika.”

Most of you here are media people from Mindanao. More than many others who are Manila-based, you know our Mindanao situation. You are more familiar with the Maguindanao situation, the Moro Question, and the various solutions offered to resolve it. May I strongly suggest that your reports, based on your own personal knowledge, make a difference on the way Mindanao events are reported at the national level.

[ LET ME TELL YOU CARDINAL- MY SOLUTION…. Is To Get Any And All Terrorist Factions Out Of The Philippines Cardinal! We Don’t Give Them Money Land To Justify Any Means. I, Too Have Been All Over Mindanao! CARDINAL- AN OCCASION FOR SELF-EXAMINATION:

In the light of the above observations, some self-examination would be necessary:
  • In my media work regarding Mamasapano, did I share in the biases and prejudices of the public majority?
  • Did I help build a climate mistrust and perhaps of revenge?
  • Or fan the flame of anti-Moro prejudice, by improperly emphasizing SAF casualties while ignoring MILF and civilian casualties and the grief of their own widows and children?
  • Have I read and understood the BBL in such way that my reportage could correct misinformation about the BBL and misinterpretation of it?
  • How can I do my media work with fairness and objectivity so as to follow my vocation to be an authentic prophet of justice, peace, truth and love?
CARDINAL- CONCLUSION
My own expectations of media practitioners are very simple. They stem from my own episcopal motto that is the guide of my life: “Charity rejoices in the truth” (1 Cor. 13:6).
Be true to your vocation as truth tellers, sharers of truth. Tell the truth. Do it justly and charitably.

Maybe… by having the Cardinal speak on behalf of the BBL, which let me remind you that MOST backers and defenders of the unlawful and unconstitutional BBL are on the Corrupt Yellow President Aquino side… maybe people will be enlightened and support the BBL?- I don’t think so!

MUSLIMS AND THE SO CALLED “PEACE-PROCESS”-
I have met good Muslims…. And BAD Muslims.
The problem is just this Cardinal….. we are NOT talking about ANY KIND of “Peace-Process” with just the ordinary Muslims in the Philippines… most of which are very nice people!  From what I understand, there are an approx. 82% to 86% of Muslims in the world that are considered to be “Moderate Muslims” and can be very nice people from whom I have met. HOWEVER CARDINAL…. The balance of that remains at  16% to 18% of what I would call BAD Muslims. Meaning to say the 16% to 18% are the “Radical Extremist Muslim Group from which the Terrorists are derived from, and those are the Muslims who follow the Islamic belief’s to the “T” or to say who follow the very core foundations of the Islamic teachings…. But you did NOT mention that as I understand!

Cardinal… you are only sharing into half of the situation…. I will show and SHARE THE WHOLE!
Lets first talk about the “Peace-Process” and how it applies to the MILF and the Yellow Aquino Government. I’m Curious Cardinal ……Why you did’nt  mention about how nice and good the “PEACE NEGOTIATOR- Mr. Mohagher Iqbal, who is also the “Spokesperson for the MILF”. Actually Cardinal I am NOT curious, because I already know why you  didn’t mention him!

Mr. Mohagher Iqbal, under “Oath” in the BBL hearings “LIED” about his name, about his true identity! In fact, the DOJ- Department Of Justice De Lima (on the yellow Aquino side) said just let it pass (in so many words) and to “Just show GOOD FAITH”!!!... simply amazing isn’t it? Well…. I will tell you why Cardinal… Mr. Mohagher Iqbal real name is “Datucan Abas”….. This is the name that appeared in warrants of arrest issued in 2003 in connection with the bombing of the Davao International Airport (20 killed, 143 injured) and the bombing of the Davao City Sasa wharf (17 killed, 56 injured). Peoples question is Why was the government hiding the true identity of this man?.... Sen. Cayetano surmised the “government is just hiding these facts because they are negotiating peace — with people who were engaged in bombings”- and he is still walking around free today!

The second concern I would like to talk about is this. President Aquino says the MILF are not terrorists, and in fact Mr  Mohagher Iqbal - Datucan Abas says the MILF are NOT terrorists.

EVERY PART CARDINAL IN WHOLE…. PLAYS A KEY FACTOR, AND THIS IS WHY-
SO, THE CARDINAL IS ENDORSING THE “PEACE-PROCESS” AND THE MILF ARE NOT TERRORISTS???..... LETS JUST SEE!
In 1976, Libyan leader Muammar Gaddafi brokered a negotiation between the Philippine government and MNLF Leader Nur Misuari which led to the signing of the MNLF-GRPH Tripoli Agreement of 1976 wherein the MNLF accepted the Philippine government's offer of semi-autonomy of the regions in dispute, which is NOT really theirs to begin with, they just want the land!

The signing of this agreement brought about a serious rift in MNLF leadership, leading to the formation of a breakaway group in 1977 by Hashim Salamat and 57 MNLF officers. The group was initially known as "The New Leadership". Misuari expelled Salamat in December 1977, after which Salamat moved his new organization first to Cairo, Egypt and then, in 1980, to Lahore, Pakistan, where it engaged in diplomatic activities. This organization was formally established in 1984 as the MILF - Moro Islamic Liberation Front. Muammar Gaddafi became a longstanding supporter of the MILF after its emergence.

In January 1987, the MNLF accepted the Philippine government's offer of semi-autonomy of the regions in dispute, subsequently leading to the establishment of the Autonomous Region of Muslim Mindanao- ARMM. The MILF, however, refused to accept this offer and continued their insurgency operations. A general cessation of hostilities between the government in Manila and the MILF was signed in July 1997 but this agreement was abolished in 2000 by the Philippine Army under the administration of Philippine President Joseph Estrada. In response, the MILF declared a jihad against the government, its citizens and supporters. Under President Gloria Arroyo, the government entered into a cease-fire agreement with the MILF and resumed peace talks.

Despite peace negotiations and the cease-fire agreement, the MILF attacked government troops in Maguindanao resulting in at least twenty-three deaths in January 2005. The combined armies of the MILF and Abu Sayyaf were involved in days of fighting which necessitated government troops using heavy artillery to engage rebel forces.

The bombing incident in Davao Airport in 2003 which the Philippine government blamed on MILF members, raised speculation that the peace negotiations might be ineffectual in bringing peace to Mindanao if the MILF is unable to control its operatives. The MILF denies ties with terrorist group Jemaah Islamiyah, although Jemaah Islamiyah is considered to have provided them with training facilities in areas they control. The MILF also continues to deny connections with Al-Qaeda, though it has admitted to sending around 600 volunteers to Al-Qaeda training camps in Afghanistan and that Osama Bin Laden sent money to the Philippines, though the group denies directly receiving any payment

From June 28 to July 6, 2006, conflict between the MILF and armed civilian volunteers under Maguindanao Province governor Andal Ampatuan who were supported by the Philippine Army had been reported. The fighting began after governor Ampatuan blamed the MILF for a June 23 bomb attack on his motorcade, which killed five in his entourage. The MILF denied responsibility, but Ampatuan sent police and civilian volunteers to arrest MILF members connected to the attack. Four thousand families were reported displaced by the fighting that followed, which was ended by a cease-fire agreement signed on July 10 and 11.


Talks between the MILF and the government collapsed in 2008 after a Supreme Court decision in Sema vs. COMELEC which rejected a preliminary accord that would have expanded the Autonomous Region in Muslim Mindanao-ARMM. In 2011, the MILF withdrew their demands for independence, ……..instead saying that they would pursue SUBSTATE status, likened to a U.S. state instead of independence from the Philippines

In March 2007, the Philippine government offered to recognize the right of self-determination for the Moro people which it had never done in three decades of conflict. However on July 12, 2007, Islamic militants in Basilan in the southern Philippines killed 14 marines, beheading 11 of them, while 9 other marines were wounded and about 4 fighters were killed. The fighting took place as the marines were searching for kidnapped Italian priest, Giancarlo Bossi, on June 10, 2007. A MILF SOLDIER CONFIRMED THAT SOME OF ITS MEMBERS HAD BEEN INVOLVED IN GUN BATTLES, DESPITE THE MILF PEACE TREATY WITH THE PHILIPPINE GOVERNMENT.

(Mohagher Iqbal-FAKE NAME), the chief negotiator for the MILF, denied that it was responsible for the beheadings and the priest's abduction. On July 19, 2007, despite no ransom being paid, Giancarlo Bossi, who was kidnapped on June 10 in Zamboanga Sibugay province, was freed. Philippine authorities described his kidnappers as members of the Abu Sayyaf. Government authorities blamed a renegade commander of the MILF for Bossi's kidnapping, but it denied any involvement BUT the MILF and Abu Sayyaf have worked hand in hand before!

According to the provincial administrator of Basilan in 2007, more than 900 families had been displaced as a result of the deployment of soldiers in Basilan in response to the beheading of 11 soldiers of the Philippine Marines who were killed in an encounter with MILF in Al-Barkah town. While the MILF acknowledged their responsibility for the death of the 14 soldiers of the Philippine Marines, they described this as a consequence of the trespassing in their territory in Basilan, HOWEVER Basilan is on the Island Of Mindanao, which IS the State Territory Of The Republic Of The Philippines! In previous agreements, the two groups have negotiated about respecting MILF camps and presence to avoid conflicts in these areas, an agreement that is prone to violation.

MAY GOD BLESS THE FAMILIES OF ALL WHO DIED TO GIVE THEM STRENGTH AND PEACE… AND TO THOSE FALLEN 44 SAF MEMBERS WHO WERE KILLED.
After… the so called “PEACE PROCESS” had started Cardinal, again MILF were involved in the Killings of the 44 SAF. The 44 Members of Philippines National Police Elite Special Action Force (PNP-SAF), were killed in a clash with members of Moro Islamic Liberation Front (MILF) and Bangsamoro Islamic Freedom Fighters (BIFF), a break-away group from MILF, on Sunday January 25, 2015. Also, 18 Members of the MILF, 5 civilian including an eight-year-old girl also died in this encounter. SAF contingent that figured in the encounter were in Mamasapano to search for Malaysian bomb expert Zulkifli bin Hir, also known as Marwan, who is reportedly being protected by the BIFF, and had a bounty of $5,000,000 from the US FBI.

The policemen were trapped and ran out of ammunition during the firefight, another police officer said. More than half of the 44 Philippine National Police-Special Action Force (PNP-SAF) troopers killed in Mamasapano, Maguindanao in the January 25 clash were shot in the head — according to the autopsy report of the PNP's Board of Inquiry (BOI). The autopsies found 27 of the policemen sustained gunshot wounds to the head, face, neck, and chest, and some of them were allegedly shot at close range. It's also believed at least three SAF troopers had their bulletproof vests removed before they were shot in the body numerous times…. Which I can say, that I, myself watched what appeared to be “live video recordings of the MILF, BY THE MILF during the shootings of the 44 SAF members.

And… I must add that from reports made… there were approx 300 troops sitting and waiting on the road…. BUT WERE NEVER ORDERED INTO THE FIELD TO ASSIST THE 44 SAF AND THAT THE PRESIDENT, AQUINO AND THE SECRETARY OF D.I.L.G., MAR ROXAS (who wants to run for president) DID NOTHING TO COMMAND THOSE 300 TROOPS TO HELP.
PART #1 – TERRORISM IN THE PHILIPPINES

So… The MILF are NOT Terrorists? – Lets Just See!

Acts of Terrorism are conflicts based on political issues conducted by rebel organizations against the Philippine government, its citizens and supporters. Most acts of terrorism in the country are conducted by “Radical Islamic Extremist Terrorist Groups”. The most active terrorist groups in the Philippines are the Moro Islamic Liberation Front -(MILF), as well as…. The Moro National Liberation Front, Abu Sayyaf, Rajah Sulaiman Movement and Jemaah Islamiyah. Much larger than the Radical Islamic Extremist terrorist groups, the Philippine government is fighting a long running war with the Communist New People's Army, NPA. Which let me inform ALL that President Aquino’s Father was a member of the NPA!
By the way, the MILF have worked hand in hand with Abu Sayyaf, who thus are linked with ISIS.

Since  1970’s radical Islamist groups and Islamist separatist forces in the Philippines have carried out over 110 terror attacks, bombings etc in 60 locations against civilians and civilian property, mostly in the southern regions of the country around Mindanao, Basilan, Jolo and other nearby islands. Numerous bombings have also been carried out in and around Metro Manila, though several hundred kilometres from the conflict in the southern regions, due to its political importance. In the period from 2000 to 2007 attacks killed nearly 400 Filipino civilians and injured well over one thousand five hundred more, more casualties than caused by bombings and other attacks in Indonesia, Morocco, Spain, Turkey, or Britain during the same period.

Public transport and other gathering places, such as street markets, have been the favored bombing targets, however large-scale abductions and shootings have also been carried out by the groups, predominantly by Abu Sayyaf and the Rajah Solaiman Movement, two groups that had claimed responsibility for most of the attacks.

I have written a few times in detail the defined definition of “Terrorism”, but again I will give a brief description, and is as follows: The definition of terrorism used is drawn from the United Nations General Assembly condemnation:

“"Criminal acts intended or calculated to provoke a state of terror in the general public, a group of persons or particular persons for political purposes are in any circumstance unjustifiable, whatever the considerations of a political, philosophical, ideological, racial, ethnic, religious or any other nature that may be invoked to justify them.”

Lets define TERRORISM TO THE “T”….. "Most of the formal definitions of terrorism have some common characteristics: a fundamental motive to make political/societal changes; the use of violence or illegal force; attacks on civilian targets by "nonstate"/"Subnational actors"; and the goal of affecting society. This finding is reflected in the listing of three components of terrorism:

1. Acts or threats of violence;
2. The communication of fear to an audience beyond the immediate victim, and;
3. Political, economic, or religious aims by the perpetrator(s)
There are multiple ways of defining terrorism, and all are subjective. Most define terrorism as "the use or threat of serious violence" to advance some kind of "cause". Some state clearly the kinds of group ("sub-national", "non-state") or cause (political, ideological, religious) to which they refer. Others merely rely on the instinct of most people when confronted with innocent civilians being killed or maimed by men armed with explosives, firearms or other weapons.

"1. Any willful act causing death or grievous bodily harm or loss of liberty to:
a) Heads of State, persons exercising the prerogatives of the head of the State, their hereditary or designated successors;
b) The wives or husbands or the above-mentioned persons;
c) Persons charged with public functions or holding public positions when the act is directed against them in their public capacity.

2. Willful destruction of, or damage to, public property or property devoted to a public purpose belonging to or subject to the authority of another High Contracting Party.
3. Any willful act calculated to endanger the lives of members of the public.
4. Any attempt to commit an offense falling within the foregoing provisions of the present article.
5. The manufacture, obtaining, possession, or supplying of arms, ammunition, explosives or harmful substances with the view to the commission in any country whatsoever o f an offence falling within the present article."

It should be well noted!….. from the 1970’s up until today….. Terrorists acts caused by “Radical Islamic Extremist Terrorist Groups” have occurred in the Republic of the Philippines in vast areas such as:

“Manila, Davao, Zamboanga City, Quiapo, Baguio, Misamis Occidental, Ipil, Jolo, Basilan, Ozamiz City, Mandaluyong City, Kabacan, Monkayo, Honda Bay, General Santos City, Kidapawan City, Quezon City, Datu Piang, Tacurong City, Carmen, Kolambugan, Koronadal City, Midsayap, Tawi Tawi, Parang, El Fraile Island, Piagapo, Lamitan City, Patikul, Jolo, Shariff Aguak, Makilala, Cotabato City, Digos City, Malabang City, Linamon, Iligan City, Isabela City, Lebak, Luuk, Sulu, Marawi City, Tubigan, Antipolo City, Isabela City, Maluso, San Pascual, Matalam, Las Navas, Makati City, Tampakan, Mangudadatu, Tungawan, Sumisip, Sibago Island, Lapuyan, Cagayan de Oro, Nunungan, Guindolongan, Bukidnon, Allacapan”!!!!

When President Aquino assumed office in 2010, he took a solemn oath to “PRESERVE AND DEFEND THE CONSTITUTION” which time and time again has proven to be without merit!

“Malacañang is a Government who is first to violate her laws instead of conforming to them; the first to deny her people's rights instead of honoring them; a Government who promotes anarchy and division instead of uniting together; a Government who engages in the destruction of her people's' lives and dreams, instead of protecting them and helping them to achieve their goals and ambitions”..

President Aquino exposed his doubts, despite his having authorized his negotiators to sign the Framework Agreement with the MILF on Oct. 7, 2012, when he committed Malacañang to work for the amending of the Constitution if it gets in the way. HUH????? Wow! The INCOMPETENT AQUINO GOVERNMENT forgot or didn’t care to think twice the other risks involved when breaking the Philippine Constitution law….. I will remind the administration, the risks involved now that the Government willfully wants to change constitution to “kiss-the-ass” of the MILF! I strongly STRONGLY suggest that Aquino RECALCULATES risks involved and moreso the sovereignty of the Republic of the Philippines!

President Aquino deliberately ignored the pleas from the Philippine National Police-Special Action Force (PNP-SAF) for additional reinforcement to rescue trapped operatives from their dire position. The PNP said, not only was President Aquino informed beforehand of the SAF operation against Malay-sian Zulkifli bin Hir, alias “Mar-wan,” believed to be a key leader of the al-Qaeda-linked Jemaah Islam-iyah, and his alleged Filipino henchman, Abdul Basit Usman, but that he was actually on top of the operation itself.

“The President was actually monitoring the operation. Everything was being reported to him in real time, BUT when the operation went out of control as the MILF and the BIFF Bangsamoro Islamic Freedom Fighters) joined forces in attacking the SAF, the President refused to send any reinforcement even as the SAF were already crying for help from their beleaguered position”! mygod can you imagine that....

The MILF are plain terrorists…. Simply speaking and nothing else. “WHY DID PRESIDENT AQUINO SIDE WITH A TERRORIST ORGANIZATION?” ….

What is the Philippine government missing???? to negotiate with a terrorist(s ) is to allow them to have power over our actions over your state, If we were to allow a terrorist group to have power over our actions of state, then every terrorist group that wants something in the world would come at us and try to get us to give them what they want also… quite simply, YOU DON’T GIVE IN TO TERRORISTS… and The President of the Republic of the Philippines did just that when he paid them and tried to institute an unconstitutional law! If you give terrorists what they want, you will prove that terrorism is a successful strategy and you will encourage others to also use terrorism to get what they want. The more that terrorism is rewarded, …..the more terrorism we will get.

PART #2 – SC ASKED TO NULLIFY BBL
SUPREME COURT OF THE REPUBLIC OF THE PHILIPPINES IS ASKED TO NULLIFY AND VOID THE BBL- BANGSAMORO BASIC LAW WHICH THE CORRUPTED MALACANANG BRANDED THE PETITION AS “BASELESS”!-

Shortly Before March 11th, 2015 I, myself called on the Supreme Court with respect to the Unlawful and Unconstitutional BBL, Bangsamoro Basic Law which reads…… “There MUST BE an "INJUNCTION PLACED AGAINST THE B.B.L.".... I Am Calling On The Supreme Power Of The Land and For Her People Of The Republic Of The Philippines For The Supreme Court To LAWFULLY Place A Temporary Injunction On The B.B.L. Whereas By Doing So, The Legalities Can Be Reviewed And Will Be Able To Withdraw The B.B.L. From Enactment Thereof.” And I was the FIRST to state;-

“THE BBL- BANGSAMORO BASIC LAW IS UNCONSTITUTIONAL AND VIOLATES PHILIPPINE SOVEREIGNTY- ANY GOVERNMENT OFFICIAL WHO VIOLATES THE CONSTITUTION AND SUPPORTS THIS UNLAWFUL ACT CAN BE HELD LIABLE FOR TREASON THEREOF”!

SUPREME COURT OF THE REPUBLIC OF THE PHILIPPINES IS ASKED TONULLIFY AND VOID THE BBL- BANGSAMORO BASIC LAW:

Former National Security Adviser Norberto Gonzales, Bishop Romulo Dela Cruz, Leyte Rep. Ferdinand Martin Romualdez, Former Senator KitTatad, Archbishop Fernando Capalla And Former Justice Manuel Lazaro File APetition To Review The Draft Bangsamoro Basic Law Before The Supreme Court.

MANILA, Philippines - The Supreme Court (SC) was asked yesterday to void the agreement forged by the government with the Moro Islamic  (MILF) for the proposed creation of a Bangsamoro entity in southern Philippines.

Petitioners Philippine Constitution Association (Philconsa) and former Negros Oriental representative Jacinto Paras asked the high court todeclare unconstitutional the Comprehensive Agreement on the Bangsamoro (CAB),including the earlier Framework Agreement on the Bangsamoro (FAB) and its annexes.

Both alleged that the government peace panel committed grave abuse of discretion in signing the FAB and CAB on Oct. 12, 2012 and March 27,2014, respectively, as both are mere revivals of the Memorandum of Agreement on Ancestral Domain (MOA-AD) forged by the previous administration with the MILF and which was declared unconstitutional by the high court in October 2008.

Moro National Liberation Front (MNLF) spokesman Emmanuel Fontanilla welcomed the filing of the petition, saying the CAB will abrogatethe 1996 peace accord, which was brokered by the Organization of Islamic Cooperation (OIC).

“It’s a welcome development as this will highlight our position that the CAB runs counter to the provision of the Constitution,” Fontanilla told The STAR in a telephone interview.

He added that CAB is a betrayal of the 1996 agreement of the government and the MNLF because it deals with the same people and territory,recalling that the government abandoned the older agreement in its final stages.
Malacañang, which has repeatedly called for the passage of the Bangsamoro Basic Law (BBL), questioned the timing of the petition and branded it as baseless.

“The government will be ready to answer once the Supreme Court directs us to do so. It is interesting that these challenges to the FAB and CAB come at this time,” deputy presidential spokesperson Abigail Valte said.

She described the timing as “quite odd” because the FAB and CAB were signed in2012 and 2014, respectively.

She added that it was baseless to claim that the MILF would be receiving “humongous social, financial and political benefits” after the BBL’s passage.

“Using the word humongous was being hyperbolic and meant to skewthe opinion of the public against the BBL,” Valte also said.

Leyte Rep. Ferdinand Martin Romualdez, leader of the House’s independent bloc and Philconsa president, said they are merely making sure that the BBL is consistent with the Constitution and contains no legal infirmities.

He reiterated his support for genuine peace in Mindanao “that can only be ensured if the BBL is legal and constitutional.”

VOID MEASURE:
In its 24-page petition, Philconsa argued that the agreements violated Article X Section 1 of the Constitution, which authorizes and recognizes only five territorial and political subdivisions – provinces, cities, municipalities,barangays and autonomous regions.

The group pointed out that the power to create the Autonomous Region in Muslim Mindanao (ARMM) was vested only in the First Congress under the 1987 Constitution.

“We submit that without the prior constitutional amendments, the FAB proposal to establish the Bangsamoro to replace the Autonomous Region in Muslim Mindanao as the New Political Entity (NPE) is unconstitutional and void,” it argued.

The group also reasoned that “axiomatically, all subsequent acts/issuances arising from, connected with or related to the FAB and CAB, such as the draft House Bill 4994 (or BBL), are odious and treacherous violations oft he 1987 Constitution.”

Joined by former senator Francisco Tatad, former national security adviser Norberto Gonzales and archbishops Ramon Arguelles of Lipa,Fernando Capalla of Davao and Romulo de la Cruz of Zamboanga, the Philconsa argued that FAB and CAB granted concessions to the MILF beyond the powers ofthe President and in violation of the provisions of the Constitution and existing laws.

“The FAB and CAB made a real and actual commitment to fully implement their letter and spirit by effecting the necessary amendments to the Constitution and existing laws. Lamentably, respondents (officials of the peacepanel) in their official and personal capacities had neither power norauthority to commit the government to statutory changes,” the petitioners argued.

Philconsa added that the conduct of the peace process with theMILF violated Executive Order No. 125, as issued by former President Fidel Ramos, which requires the presence of a panel of advisers composed of one each from the Senate, the House of Representatives and the Cabinet to be designated by the President.

“Contrary to and in violation of EO 125, the GPNP (GovernmentPeace Negotiating Panel) were not assisted by the panel of advisers. Thedifferent GPNPs conducted numerous negotiations, dialogues and face-to-facediscussions with the MILF here and abroad, bereft of the presence of the requisite panel of advisers,” the group concluded.

Apart from voiding the CAB and FAB, Philconsa also asked the high court to issue a temporary restraining order (TRO) enjoining the implementation of the two agreements and the allotment of funds to pursue activities to implement them.

Petitioners sought to enjoin the implementation of all other acts and issuances such as the BBL that are related to the FAB and CAB. They said the draft Bangsamoro Basic Law in Congress is a “fruit” of the two“unconstitutional” agreements.

Petitioners also asked the high court to issue mandamus directing the Commission on Audit (COA) to disallow the audit of all funds incurred by the government peace panel.

Named respondents in the petition were former government peace panel chief and now SC Associate Justice Marvic Leonen, chief peace negotiator Miriam Coronel-Ferrer, MILF peace panel head Mohagher Iqbal, Budget Secretary Florencio Abad and the COA.

UNCONSTITUTIONAL:
Paras, for his part, alleged that CAB and FAB are unconstitutional when they defined the “territory” and “territorial waters” of the proposed Bangsamoro entity.
Article V Section 1 of FAB defines “core territory” as covering the current territory of ARMM, plus the cities of Cotabato and Isabela. ArticleV Section 4 of the FAB, on the other hand, provided for “territorial waters” of the entity.

“The term territory is an element of statehood. Article X of the 1987 Constitution allows only the creation of an autonomous region in Muslim Mindanao, not a separate state or sub-state,” he argued in 34-page petition.

Article I Section 2 of the FAB provides that “the government of the Bangsamoro shall have ministerial form,” which Paras said pertains to a parliamentary form of government.

“The Constitution contemplates a structure of government that is anything except a parliamentary government,” he stressed.

Just like Philconsa, Paras believes that the CAB and FAB were similar to MOA-AD as he pointed out that “the CAB, particularly its FAB and corresponding annexes, were negotiated and signed without any public consultation.

“This means that the herein respondents acted in a whimsical,capricious, oppressive arbitrary and despotic manner when they negotiated and caused the signing of the CAB, particularly its FAB and its corresponding annexes,” he added.

He named Ferrer, presidential adviser on the peace processTeresita Deles and other representatives of the government peace panel SenenBacani, Yasmin Busran-Lao and Mehol Sadain as respondents in his petition.

The BBL is strongly supported and propagandized by the Aquino administration in the name of "peace", and labeling oppositions as "anti-peace" and "anti-Muslim" which is far from the truth. While veiling the provisions and strategic directions of the Malaysian-designed Bangsamoro Islamic sub-state operated by the Moro Islamic Liberation Front ( MILF ), for eventual and seamless integration with the Federation of Malaysia.

How can members of Congress take an oath to "PROTECT THE CONSTITUTION FROM ALL ENEMIES AND PROTECT THE SOVEREIGNTY OF STATE" ……then willfully, and knowingly vote on laws which are unconstitutional and  gut the rule of law thereof and without any judicial oversight; and yet NOT be charged with treason when the 23 MILF and Philippine Government Negotiators will be charged with Treason.

It Seems To Me That Their Oath To Protect, Combined With Their Acts To Destroy, Or Damage The Very Thing They Took An Oath To Protect Is The Very Definition Of Treason.

12 REASONS TO OPPOSE THE BANGSAMORO BASIC LAW ( BBL ):

1. MALAYSIAN DESIGN OF BANGSAMORO SUB-STATE

The Bangsamoro Basic Law ( BBL ) prescribes a parliamentary form of government patterned after the Federation of Malaysia. Bangsamoro is distinct from the presidential form of government, existing laws and regional structure of the Republic of the Philippines. The proposed law will lead to the creation of a Bangsamoro Islamic sub-state that could eventually integrate with the Federation of Malaysia, in the same manner the contested territory of Sabah was incorporated in 1964. BBL is a clear and present danger to the Republic, to our national sovereignty and territorial integrity. The bill currently being deliberated in Congress will endanger the national security, interest and welfare of the Republic of the Philippines and the Filipino people. The passage of BBL into law will reward an armed insurgent group; the MILF and its Malaysian backer, with a large territory plus tens of billions of pesos of Filipino taxpayers money. The Aquino government is yielding undue concessions to the MILF, after conspiring with Malaysia to initiate destabilization campaigns that resulted to thousands of deaths, economic dislocation and strategically preventing the Philippines from asserting its sovereignty,territorial and proprietary rights of Filipino citizens in the contested territory of Sabah.

2. INDEPENDENT BANGSAMORO GOVERNMENT OFFICES

The Bangsamoro will create independent government institutions, commissions and agencies particularly legislative and judicial institutions and systems; revenue and taxation, audit, election and civil service commissions. Over fifty ( 50 ) departments and agencies, including land registration and customs, police force and coast guard will be organized by the Bangsamoro government.The provision for reserved and shared governance in favor of the Bangsamoro, abrogates the power of the Philippine state to effective lygovern the Bangsamoro territory. What guarantees and qualifications could the Bangsamoro harness to improve the quality of governance and justify the replacement of National Government offices operating in the region? Certainly,the Bangsamoro will require a better trained bureaucracy, reform the culture and system of governance, and develop exemplary leadership to efficiently and effectively manage the affairs of the Bangsamoro government. Statecraft as we know cannot be learned overnight, moreso when the new players are subjected to a new operating environment, challenges and undermined management qualifications. The result will surely be chaotic, if not result into a break down in law and order and governance. Furthermore, the Bangsamoro is given entitlements to top positions in the Philippine government hierarchy without reciprocity.

3. BANGSAMORO CHIEF MINISTER AS HEAD OF STATE

The Bangsamoro will be headed by the Chief Minister, who is mandated to exercise supreme, almost absolute power over the legislative,executive and judicial branches of government through the operation of law,political design and controls. The authority to exercise power emanates from the legislative branch composed initially of MILF appointees and applied accordingly in executive and judicial offices in unbriddled capacity. The powers include appointment of officials, administrative and budgetary controls,accountability and attrition proceedings. Under the BBL, the Chief Minister is mandated to exercise asymmetric relationship with the President of the Republic of the Philippines as head of state. He will have effective control of intergovernmental conflict resolution mechanism and limit the movement of Armed Forces of the Philippines ( AFP ) in the Bangsamoro territory, rendering thesame inutile to defend the national security and interest of the Philippine state as circumstances arise.

4. MILF AS TRANSITION AUTHORITY

The Moro Islamic Liberation Front ( MILF ), an armed minority that broke away from the mainstream Moro National Liberation Front (MNLF ) is designated to assume supreme leadership status during the transition process. The expanded Autonomous Region of Muslim Mindanao ( ARMM ) will be reorganized as the Bangsamoro Islamic sub-state. The one ( 1 ) year transition time frame is extendable for an indefinite period with the MILF leadership atthe helm. The MILF will initially receive P 10-Billion in capital outlay from the Filipino taxpayers. The total budget to be allocated will be more than P75-Billion over a period of ten ( 10 ) years.

5. BANGSAMORO TERRITORY AND EXPANSIONISM

The proposed Bangsamoro territory will include the ARMM provinces of Basilan, Lanao del Sur, Maguindanao, Sulu and Tawi-Tawi; the cities of Cotabato and Isabela, some towns and barangays in Lanao del Norte and North Cotabato province and adjacent waters. The proposed Bangsamoro territory is home to about four ( 4 ) million Filipino citizens: Muslims, Christians and Lumads. A provision mandating territorial expansion by integrating contiguous Local Goverment Units ( LGUs ), through petitions representing 10% of the electorates will start the process of integration. The one-way territorial expansion provision will create a constant state of siege, intensify conflict and perceived danger to contiguous LGUs and the entire island of Mindanao.

6. ILLEGITIMACY OF MILF REPRESENTATION

The Corrupted Benigno C. Aquino III administration peace process negotiation was initiated exclusively with a faction of the MoroIslamic Liberation Front ( MILF ). The MILF undermines the legitimacy of the peace process negotiation being a minority group that does not represent thetrue aspirations of the people of Mindanao. The appointment of alleged terrorist-bomber alias "Mohagher Iqbal" as the official representative and negotiator of the MILF does not bring justice and further create doubts to the legitimacy of the "peace" process. Aquino's negotiators; namely Madame Teresita Quintos-Deles and Miriam Coronel-Ferrer     act     more     like     lawyers     of     the     MILF,     rather than representatives of the Philippine government and the Filipino people as observed by the public. Inexplicably,long standing leaders and representatives of Filipino citizens in Mindanao were excluded in the peace negotiation process. The Royal Hashemite Sultanate of Sabah and Sulu, the Royal Houses of Lanao and Maguindanao, the MNLF andfactions of MILF were excluded and have no meaningful representation in the socalled peace process negotiations, that led to the formulation of BBL. The negotiation process itself is defective, given the interstate nature of the proceedings, with a sovereign status erroneously considered for the MILF. The Philippine Senate is constitutionally mandated as the primary institution to undertake such task.

7. SHARI'AH LAW IN BANGSAMORO JUSTICE SYSTEM

Under Article X of BBL, the Bangsamoro government will adopt the Shari'ah law in the justice system, with far reaching judicial reach involving civil and family, commercial and criminal matters. While it is declared to be applicable to Muslims only, such prescription is unrealistic given the diverse religious and cultural beliefs of probable litigants in the territory. The integration of Shari'ah law and traditional indigenous practices will create an unprecedented conflict of laws and judicial issues with existing Philippine laws and jurisprudence. The complexity will create serious obstacles resulting to inefficient delivery of justice and unequal protection of laws between Muslims and non-Muslims, man and woman, other than issues on jurisdiction. Penalties will likely involve harsh and unusual punishments contrary to existing laws, while the institutions of marriage and family,tolerance of other religious beliefs, contemporary understanding of gay rights,commercial and financial transactions will face severe challenges under Shari'ah law. The universal doctrines of separation of Church and State, and Equal Protection of Laws will be utterly violated. The Bangsamoro High Court apparently will be supreme in addressing judiciable issues, practically relegating the Supreme Court of the Philippines to ceremonial duties and may end up upholding the Bangsamoro High Courts decisions due to technicalities.

8. BANGSAMORO POLICE AND COAST GUARD

Article XI of the BBL mandates the creation of an operationally independent police force for law enforcement and regional security. While the Bangsamoro police is referred to as part of the PNP,pertinent provisions indicate the same as operationally independent, organized and administered, and funded according to the requirements of the Bangsamoro leadership. The Bangsamoro Napolcom composition and review mechanism is subject to the temperament of the Bangsamoro leadership. A Bangsamoro Coast Guard shall likewise be organized to enforce the maritime rights, interest and security of the Bangsamoro in the proposed territorial waters. BBL defines territorial water boundaries between the Bangsamoro and contiguous LGUs in favor of the former. The creation of distinct territorial water boundaries and designated role of the Bangsamoro Coast Guard in the enforcement of exclusive fishery and maritime rights will unnecessarily cause conflicts in our fishing and maritime sectors. A new arena in naval warfare will likely ensue and serve as rationale for developing a more capable Bangsamoro Coast Guard or Navy. Given the track record of the MILF, the history of Malaysian interference and real motivation in Mindanao. The prospect of developing the capability and function of the Bangsamoro police and coast guard, into a full-pledged military and naval force with Malaysian support is highly probable. The massacre of SAF 44 in Mamasapano is fair warning and a clear indication of things to come, should we fail to recognize their supreme sacrifice and collectively oppose the passage of BBL.The operation of AFP in the territory is legally controlled by the Bangsamoro government under the BBL.

9. COST OF BBL TO FILIPINO TAXPAYERS: P 75-BILLION

The direct cost of the proposed Bangsamoro Basic Law ( BBL )to Filipino taxpayers is estimated at more than P 75-Billion over a period of10 years. Some economic analysts bring the cost of BBL to the nation at over P500-Billion. An initial P 10-Billion is allocated for capital outlay during the transition period, under the sole management of the MILF. The Bangsamoro is likewise mandated to contract commercial and foreign loans, enter into international trade agreements, manage the barter trade, develop freeports,accept foreign grants and aid, possibly including police/military aid from rival countries like Malaysia.

10. FOREIGN INTERVENTION FOR THE PASSAGE OF BBL

The most alarming situation faced by our challenged Republicis the intervention of rival states and international institutions likeMalaysia and the Organization of Islamic Countries ( OIC ) in our domestic affairs. In the case of Malaysia, naivete should not preclude us from identifying the unsettled issues of sovereignty, territorial and proprietory rights in Sabah as the real motivation of Malaysian interest in the Aquino-MILF"peace" process. Historians allege the compromised position of Aquino as reciprocity to Malaysian support, contracted since the onset of the Marcos regime. The allegation of Malaysian money being made available, purposely to bribe Filipino legislators for the passage of the BBL is a serious concern for all citizens of the Republic of the Philippines, honorable members of Congress,defense-military and police establishments. The rise of radical Islam and terrorism worldwide is a serious threat that requires equally strong measures,to prevent any part of Philippines from becoming a staging ground of this growing malady to the civilized world.

11. ARMM IS THE SOLUTION, NOT BBL

The Autonomous Region in Muslim Mindanao ( ARMM ) organized under the auspices of the 1987 Constitution and given focus during the Ramos administration is work in progress. It is hypocritical and self-serving to declare the ARMM as a failed experiment, to justify the imposition of an unconstitutional and dangerous BBL. An improved and better managed ARMM, with increased budget allocation remains as the most viable and non-controversial solution to advance peace, sustain development and equitable progress in the troubled regions of Central Mindanao and Sulu archipelago. The BBL is a prescription for political, social and economic instability; it has intensified conflict and the prospect of war in Mindanao unnecessarily. It must be junked the sooner, the better by Congress. Otherwise the concerned citizenry,particularly those in the affected areas must organize and campaign against the BBL in the plebiscite. Finally, the constitutionalist among us must work extra hard to declare the BBL as unconstitutional by the Supreme Court. The ARMM elections which were cancelled by Noynoy Aquino, should instead be synchronized with the 2016 National Elections, to enable the people of the region to choose their preferred representatives and legitimate leadership. A fresh start to advance a just and lasting peace for all peoples of Mindanao can begin without the flawed and compromised position of the Aquino administration, the constitutional infirmities, complexities and dangers associated with the BBL.

12. BBL IS A CLEAR AND PRESENT DANGER TO THE REPUBLIC OF THE PHILIPPINES

The BBL is a clear and present danger to the sovereignty,security and territorial integrity of the Republic of the Philippines. The lopsided legislation threatens the national interest and welfare of the Filipino people. By all indications and policy standards, BBL is the product of a mentally challenged and psychologically unstable national leadership. Wherein world history could you find the leadership of a sovereign state yielding to unreasonable and conflicting demands of a fractitious minority? Willfully allowing a rival state to prop-up the enemy, to endanger its national security and interest? Only in the Philippines, under the leadership of His Excellency President Benigno C. Aquino III! While we fully support efforts to achieve a just and lasting peace, sustain development and promote equitable progress in Mindanao, the cost of peace should not compromise our national interest and security, the people's freedom and welfare, and our way of life as a secular,egalitarian, sovereign and democratic state.

SHARIAH LAW- BANGSAMORO PENAL CODE- BANGSAMORO JUSTICE SYSTEM OF THE BBL

Shariah law as stated in the BBL is clearly a violation of the Republic’s basic principle of the separation of church and state. Not even the Bible is mentioned in the Constitution and the Deity it refers to is a generic one, “Almighty God,’ not Allah nor Our Lord Jesus Christ…. What do you think about that Cardinal and all of the CBCP!

The BBL bill, if or when enacted into law, will be the first ever law of the land that specifies religious text as the basis of laws to govern a part of Philippine territory. Section 4 of the BBL bill reads:
“Sources of Shari’ah Law: The following are the “sources of Shari’ah law, among others: Al-Qur’an (The Koran); Al-Sunnah (Prophetic traditions); Al-Ijima (Consensus); and Al-Qiyas (Analogy)”.

In recent history, Muslim countries in which secular governments fell have been taken over by Islamic fundamentalists. The most recent and notable examples are Afghanistan, where the Taliban rampaged after the fall of the Soviet-backed secular government, and Iraq, where the ISIS has gone on a frenzy of beheadings and massacres.

With the BBL, we are, in effect, dismantling the old ARMM secular government and replacing it with one controlled by the Moro Islamic Liberation Front- the MILF a known Terrorist Organization. Are we to believe, as Aquino and his negotiators and you, Cardinal that are trying to lead us to believe, that the word “Islamic” doesn’t have any real meaning to it at all????

Article X of the bill, both in its original and draft form, is even entitled “Bangsamoro Justice System.” With this in mind, Perhaps we don’t really care about our Muslim brothers since the draft law specifies that Shari’ah law (Islamic Law) will be supreme only for Muslims. But aren’t Muslims in Mindanao also Filipino citizens of a Republic entitled to a secular, modern system of justice?

If a poor boy was born Muslim, and he got hungry so that he stole bread from the local bakery, would we allow his hand to be cut off as due punishment for theft called for under Shari’ah law? If in a fit of anger, a Muslim shoots a neighbor dead, would we allow a Shari’ah court to behead him in public, as is routinely done in Saudi Arabia under Islamic law? And under Shari’ah law, women are basically second-class citizens vested with fewer rights than men have.

If a Muslim woman was raped, would the Aquino chief negotiator Miriam Ferrer and her superior, Teresita Deles, agree that she’d have to have four witnesses to the actual act, as Shari’a specifies, because of its assumption that the word of one man (the perpetrator who would deny the crime) is superior to the word of one woman, so that she needs four other people to corroborate her claim?

This is not speculation. In Saudi Arabia, which totally adopts Shari’ah, a court in 2007 sentenced a gang-rape “victim” to six months’ imprisonment and 200 lashes. Women enjoy no rights in Saudi courts. They are not allowed to speak for themselves and must be represented by a male relative or a lawyer. According to Saudi official policy, the purpose of educating a girl is to bring her up in a proper Islamic way so as to perform her duties in life – which are those of being an ideal and successful housewife and a good mother.

Cardinal… Your To Be A Man Of GOD And I Am A Man Of GOD… Why Would We Allow A Religious Form Of Justice – Essentially A Medieval One Created First By A Desert Tribe And Later By Feudal (Caliphate) Empires – Be Supreme For One Sector Of The Republic?

The dishonesty of Deles and Ferrer has been demonstrated by their claims that Shari’ah is already practiced in the Autonomous Region for Muslim Mindanao (ARMM).

This is a blatant lie. Republic Act No. 6734 of 1989, which set up the ARMM, merely established Shari’ah Appellate Courts as the higher court after the Shari’ah District and Circuit courts, which were established in 1977 under Presidential Decree 1083, also called the Code of Muslim Personal Laws.

As the law’s title suggests, the Code covers what is called in our secular laws as civil laws – those on marriage, disposition of estates, legitimacy of children, and paternity.

As the decree explains, it is an attempt to incorporate “National Cultural Communities’… customs, traditions and beliefs.” The decree does not even authorize broad implementation of Shari’ah but specifies in detail how civil disputes are to be settled.
